“. . . Elijah Kirtman in recognition of extreme bravery and dedication to duty to aggressively prevent future U.S. foreign assistance from funding terrorist organizations.

Special agents . . . and Kirtman worked tenaciously to overcome the obstacles of operating in a nonpermissive area and help ensure accountability for the expenditure of billions of dollars in U.S. foreign aid in Afghanistan.

Their investigation revealed that a designated terrorist group recruited a subcontractor employee as a financial manager and courier from 2009 through 2013. After the subject’s U.S. government employment was terminated, he maintained an affiliation with one organization and part ownership with another organization that received USAID funding. A major portion of the profits from the two organizations were provided to the terrorist group.

In April 2016, the subject was arrested in Afghanistan and admitted to his involvement with the terrorist group and to providing it with USAID proceeds.

The special agents’ work also led to the termination of the final $412,750 payment to the subject’s affiliated organizations and the development of protocols for sharing information in the embassy’s consular system.
